What the defect is
Equipment description: 16"X7.5" 8-LUG x 165.1 mm wheels: series 961, dragon chromed wheel; series 960, dragon polished wheel; series 96, dragon painted wheel; series 931, gemini chromed wheel; series 930, gemini polished wheel; and series 93, gemini painted wheel. Cracks in the wheels can develop if they are heavily loaded. These wheels were manufactured from september 1995 to july 1998.
What could happen
Mangels has determined that the actual maximum load rating for each of the wheels is lower than the wheel's published maximum load rating. In the event that the wheel is loaded in excess of its actual load rating, the possibility exists that the wheel could crack at the spoke or drop center, resulting in a crash which could cause injury.
What gets fixed
MANGELS WILL REPLACE THE DRAGON AND GEMINI 8-LUG WHEELS WITH WHEELS HAVING ACTUAL LOAD RATINGS APPROPRIATE FOR THE VEHICLES ON WHICH THEY ARE USED FREE OF CHARGE.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 2 June 2000.
