What the defect is
Equipment description: heavy duty brake fluid, 12 ounce bottles packaged by warren oil company between july 13 and july 14, 1999. In efforts to improve the color of the brake fluid, a lower amount of amine was used in the inhibitor package, which then resulted in a lower ph. These units of brake fluid does not comply with the requirements of federal motor vehicle safety standard no. 116, "motor vehicle brake fluids."
What could happen
If the brake fluid ph balance is lower than required by federal regulations, corrosion could occur resulting in poor braking ability.
What gets fixed
THE MANUFACTURER WILL NOTIFY ALL ITS PURCHASERS TO REMOVE ANY UNSOLD BOTTLES OF THE AFFECTED BRAKE FLUID AND RETURN IT TO WARREN OIL COMPANY FOR FREE REPLACEMENT FLUID.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 25 October 2000.
