What the defect is
This is not a safety recall in accordance with the safety act. However, it is deemed a safety improvement campaign by the agency. Equipment description: continental contitrac as tires, size P245/75R16, DOT serial numbers: AD70 449 017 through AD70 449 118, installed on the 1998 and 1999 lincoln navigator vehicles. These tires show conditions of tread chunking, tread bubbling, and belt lift due to heat stress which can cause a section of the tread belt package to detach from the tire casing and minor vehicle body damage could result.
What gets fixed
DEALERS WILL INSPECT THE TIRES AND, IF NECESSARY, REPLACE THEM, FREE OF CHARGE, INCLUDING MOUNTING AND BALANCING.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 4 October 2000.
