What the defect is
Vehicle description: heavy duty trucks built with arvinmeritor front axle FF-981. The wheel separator plates are incompatible with skf phase iv truck hub units incorporated into the arvinmeritor FF-981 front axle assemblies installed on vehicles with wheel mounting flanges of 10 mm or less and brake drum mounting flanges of 6 mm or less.
What could happen
The combination of components could reduce the service life of the front hub, which could result in a fracture. If a hub fractures, vehicle control, braking, and stability can be affected. In extreme cases, the wheel could separate from the vehicle causing a loss of vehicle control, increasing the risk of a crash.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 8 November 2001.
