What the defect is
On certain streetcars (diesel and CNG models) and RT-52 diesel coaches manufactured with AT-545 and MT643 transmissions which use a manual transmission control cable. The transmission control cable may rub against the junction box power stud located on the bottom of the junction box.
What could happen
Long-term wear can allow the power stud to short to ground through the transmission control cable, resulting in electrical arcing and the ignition of combustible materials in the junction box compartment.
What gets fixed
DEALERS WILL INSPECT THE VEHICLE TO DETERMINE IF EITHER THE POWER STUD INSULATION BOOT AND/OR THE TRANSMISSION SHIFT CABLE CLAMP IS MISSING. BOTH THE INSULATION BOOT AND THE CLAMP WILL BE INSTALLED IF MISSING. OWNER NOTIFICATION IS EXPECTED TO BEGIN DURING JULY 2002.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 23 July 2002.
