What the defect is
Guide school buses, models years 1997 through 2003 manufactured from january 1, 1997, to july 21, 2003. The stop arm does not deploy when the red warning lights are turned on as required under federal motor vehicle safety standard no. 131, "school bus pedestrian safety devices."
What could happen
If the stop signal arm is not extended when the bus is loading or unloading passengers, it may increase the likelihood of vehicles passing a stopped school bus and striking pedestrians in the vicinity of the bus.
What gets fixed
MID BUS WILL NOTIFY ITS CUSTOMERS AND PROVIDE REMEDY FREE OF CHARGE. OWNER NOTIFICATION BEGAN SEPTEMBER 22, 2003.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 4 September 2003.
