What the defect is

My 1999 through 2003 guide school buses manufactured from january 1, 1999, to august 31, 2003. The seats will not absorb the specified energy in forward or rearward pushes as required in federal motor vehicle safety standard no. 222, "school bus passenger seating and crash protection."

In the event of a vehicle crash, the vehicle occupant may not be properly protected, possibly resulting in serious injury or death.

What gets fixed

MID BUS WILL NOTIFY ITS CUSTOMERS AND WILL FIX THE SEATS TO BRING THEM IN COMPLIANCE WILL FMVSS 222. THE REMEDY WILL BE PREFORMED AT NO COST TO THE CUSTOMER. OWNER NOTIFICATION BEGAN MARCH 12, 2004.

Your rights

A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.

That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 16 October 2003.
