What the defect is
On certain heavy duty trucks equipped with caterpillar diesel engines, the engine electrical ground cable that connects the engine block with the starter may be routed in a way that could cause chafing against the starter's positive battery cables.
What could happen
If chafing occurs between the positive and negative cables, an electrical short may result and may cause a vehicle fire, possibly resulting in property damage, personal injury or death.
What gets fixed
DEALERS WILL INSPECT THE ENGINE GROUND CABLES FOR PROPER ROUTING. IF ANY CHAFING IS FOUND, THE ENGINE BLOCK GROUND CABLE WILL BE REPLACED WITH A SHORTER (280MM) CABLE AND ANY OTHER DAMAGED CABLES WILL BE REPLACED AND ROUTED CORRECTLY FREE OF CHARGE. THE RECALL BEGAN ON DECEMBER 21, 2005.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 21 December 2005.
