What the defect is
Certain rostra precision controls' speed controls may have a faulty module. These controls were installed by southeast toyota dealers or at their vehicle processing center on certain passenger vehicles. When the speed control "on/off" switch is pressed once to turn the unit off, the throttle does not return to idle. When the "on/off" switch is pressed a second time, the throttle will return to idle.
What could happen
A crash could be cause in the event that the cruise control does not allow the engine to return to idle on the first depression of the "on/off" switch.
What gets fixed
DEALERS WILL INSPECT AND/OR REPLACE THE SPEED CONTROL MODULE. THE RECALL BEGAN ON FEBRUARY 28, 2007.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 12 February 2007.
