What the defect is
Certain van trailers fail to comply with the requirements of federal motor vehicle safety standard no. 223, "rear impact guards." during testing, the slider suspension rail between the rear impact system and the rear support at the rear of the rig system deformed. The rig system is comprised of the rear impact guard and the trailer support system. The testing procedure was for guard energy absorption and guard strength.
What could happen
The purpose of this standard is to reduce the number of deaths and serious injuries that occur when light duty vehicles collide with the rear end of trailers and semitrailers.
What gets fixed
DEALERS WILL ADD SUPPORTS BETWEEN THE TRAILER CROSSMEMBERS ABOVE THE END OF THE SLIDER RAILS FREE OF CHARGE. THE RECALL BEGAN ON APRIL 15, 2008.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 27 November 2007.
