What the defect is
Tbc corporation is recalling 17,014 various load range e tires, size LT265/75R16, produced between december 2, 2007 and february 2, 2008. These tires fail to conform to the requirements of federal motor vehicle safety standard no. 139, new pneumatic radial tires for light vehicles. After testing, a bulge can occur in the lower sidewall on the white sidewall side which indicates the existence of a separation between two lower sidewall components.

This condition could result in a vehicle crash.
What gets fixed
TBC IS WORKING WITH COOPER TIRE TO NOTIFY OWNERS. THE AFFECTED TIRES WILL BE REPLACED FREE OF CHARGE. THE RECALL BEGAN ON MARCH 18, 2008.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 26 March 2008.
