What the defect is
Subaru is recalling certain model year 2002 and 2003 impreza wrx vehicles originally sold in or currently registered in the states of south dakota, nebraska, north dakota, minnesota, idaho, iowa, montana, colorado, wisconsin, new york, wyoming, michigan, alaska, new hampshire, vermont, and maine. During cold starts, typically under extremely cold temperatures, fuel leaks in the fuel delivery line could occur where the line connects with a rubber hose.
What could happen
Fuel leaks, in the presence of an ignition source, could result in a fire.
What gets fixed
DEALERS WILL REPLACE THE FUEL LINE FREE OF CHARGE. THE RECALL BEGAN ON DECEMBER 31, 2009.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 4 December 2009.
