What the defect is
Ufi filters USA is recalling certain aftermarket fuel filters sold under the purolator brand name, p/n F65277, shipped from march 11 through april 27, 2010, for use on various passenger vehicles. Due to incorrect design, the quick connectors may not function properly.
What could happen
If this condition occurs while attempting to start the vehicle, a no-start condition may result and fuel may be pumped out onto the ground and if an ingnition source is present, a fire can occur. If this condition occurs while the vehicle is in motion, the engine may stop due to inadequate fuel supply and this could result in a loss of power steering assist or a loss of brake power assist, possibly resulting in a vehicle crash.
What gets fixed
UFI WILL NOTIFY OWNERS AND REPLACE THE FILTERS FREE OF CHARGE. THE RECALL BEGAN ON JUNE 4, 2010.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 18 May 2010.
