What the defect is
Max-trac, dba avon motorcycle tyres, is recalling certain avon cobra AV72 motorcycles tires, size 240/50R16 84V, produced from october 11 through november 7, 2009. These tires fail to comply with federal motor vehicle safety standard no 119, "new pneumatic tires for motor vehicles with a GVWR of more than 4,536 kilograms (10,000 pounds) and motorcycles." separation of the breaker / ply can occur resulting in early failure.
What could happen
Should this occur, the tread may separate from the tire casing increasing the risk of a vehicle crash.
What gets fixed
AVON MOTORCYCLE TYRES WILL NOTIFY OWNERS AND REPLACE THE TIRES FREE OF CHARGE, INCLUDING MOUNTING AND BALANCING. THE SAFETY RECALL BEGAN ONMAY 17, 2010.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 11 May 2010.
