What the defect is
Goodyear is recalling certain dunlop SP193 commercial trailer tires, size 295/75R22.5, produced from january 24 through may 29, 2010. These tires could experience air loss and if gone undetected, the tire could be driven while under inflated.
What could happen
Driving a vehicle with under inflated tires increases the risk of a crash.
What gets fixed
GOODYEAR WILL NOTIFY OWNERS OF RECORD AND WILL VISUALLY INSPECT THE TIRES FOR THE DEFECT. IF THE DEFECT IS PRESENT, GOODYEAR DEALERS WILL REPLACE THE TIRES FREE OF CHARGE. IF THE DEFECT IS NOT PRESENT AT THE TIME OF INSPECTION, THE TIRE IS OK AND WILL NOT NEED TO BE REPLACED. THE SAFETY RECALL BEGAN ON SEPTEMBER 16, 2010.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 30 August 2010.
