What the defect is
Harsco Rail is recalling certain accessory HY-RAIL HR4000 series B and HY-RAIL HR4100 series B rear guide wheel units, within the serial number range 60100 through 63494. These units are installed for use on various work trucks to enable the vehicle to travel on railroad tracks. The potentially affected units may have been manufactured with an insufficient weld on the upper structure.
What could happen
If the weld fails on the guide wheel unit while the vehicle is traveling on a roadway, it could create a potential road hazard, increasing the risk of a vehicle crash.
What gets fixed
Notification to owners began on December 10, 2012. Authorized repair facilities will weld on a retrofit kit, free of charge.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 19 December 2012.
