What the defect is
Tbc corporation (tbc) is recalling certain mirada cross tour slx and big foot/big o s/t tires, sizes 235/70R16 and 265/70R17, manufactured from january 2009 through january 2011 (weeks 0409 through 0411). These tires possess a manufacturing anomaly which may result in a crack or separation in the lower sidewall.
What could happen
If left in service, the crack/separation could grow and rapid air loss may occur, increasing the risk of a vehicle crash.
What gets fixed
TBC WILL NOTIFY OWNERS, AND DEALERS WILL REPLACE THE TIRES FREE OF CHARGE. FREE MOUNTING AND BALANCING WILL ALSO BE INCLUDED, AS APPLICABLE. THE RECALL BEGAN ON JULY 10, 2012.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 29 June 2012.
