What the defect is
Qingqi group motorcycle CO, ltd, through its designated agent, zap USA, is recalling certain model year 2008 zap xebra all electric motorcycles manufactured from january 1, 2008, through december 31, 2008. These vehicles fail to conform to the braking distance requirements of federal motor vehicle safety standard no. 122, "motorcycle brake systems."
What could happen
These vehicles take longer distances to stop, increasing the risk of a vehicle crash.
What gets fixed
ZAP, THE DESIGNATED AGENT OF QINGQI GROUP MOTORCYCLE CO, LTD, WILL NOTIFY OWNERS, AND ZAP DEALERS WILL REPAIR THE VEHICLES FREE OF CHARGE. THE SAFETY RECALL BEGAN ON OCTOBER 8, 2012.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 21 May 2012.
