What the defect is
Morgan 3 Wheeler Limited (Morgan) is recalling certain model year 2012-2013 three-wheeled motorcycles manufactured between October 2012 and July 2013. The brake fluid reservoir does not have a brake fluid reservoir filling warning statement. Thus, these vehicles fail to conform to the requirement of Federal Motor Vehicle Safety Standard (FMVSS) No. 122, "Motorcycle Brake Systems."
What could happen
The operator may not be warned of the brake fluid reservoir filling requirements, which may result in a reduction of brake performance, increasing the risk of a crash.
What gets fixed
Morgan will notify owners and dealers will apply a brake fluid reservoir filling warning label, free of charge. The manufacturer has not yet provided a notification schedule.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 16 July 2013.
