What the defect is
Tremcar is recalling the rear impact guards used on certain 2008 Tremcar 1350 cubic ft B-train pup, 2008-2017 Tremcar 2800 cubic ft Dry Bulk Quad, 2014 Tremcar 1625 cubic ft Vac tandem, and 2016 Tremcar 2300 cubic ft Quad trailers. When impacted at the outer portions, the guards did not adequately resist sufficient force. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 223, "Rear Impact Guards."
What could happen
These rear impact guards may not adequately reduce the possibility of a car traveling under the trailer in the event of a crash, increasing the risk of injury to the car driver.
What gets fixed
The purchaser of the affected guards is aware of the recall, therefore owner notification letters will not be sent. The remedy for this recall is still under development. The recall began on July 20, 2017.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 20 July 2017.
