Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 22 October 1974.

Rupp industries INC campaign no N/A.3-WHEEL motorcycle built AUG.20, 1974THRU OCT.3, 1974.POSSIBILITY that some master brake cylinders (1) weremanufactured with a residual pressure valve.the residual pressure valve mayhave trapped air which might cause over heating of the brake caliper ASSEMBLY.(2) were manufactured with a cylinder cup of insufficient diameter.this sizecup will not affect proper seal against brake FLUID.(3) contained foreignmatter within the cylinder.the foreign matter could lodge on the cup lip,causing physical damage to the cylinder cup.if any of the problems exist,complete brake failure could result.(correct by replacing master cylinder andcleaning brake lines).
