What the defect is
The involved vehicles are in non-compliance with federal motor vehicle safety standard no. 124, "accelerator control systems". The throttle cable plastic sleeve on these vehicles, which is attached to the firewall, could break at the groove for the retaining circlip allowing the buffer spring there to expand and cause an increase in engine speed. Also, the throttle cable could become frayed by chafing against incorrectly exposed reinforcing material from the cable sheath, at the engine end of the cable. The cable could then become stuck at any engine speed.
What gets fixed
DEALER WILL REPLACE THE ACCELERATOR CABLE AND RETAINING BRACKET AND INSTALL NEW RETURN SPRINGS, IF NECESSARY, AT NO COST TO OWNER.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 14 December 1977.
