What the defect is
Certain wind conditions can cause a down draft and create a slight positive pressure at the water heater flue gas outlet. This may cause a flame reversal to occur from the burner tube in the compartment between the water heater and the combustion pan. Consequence of defect: the flames that occur during flame reversal may cause deterioration of the gasket surrounding the pressure and temperature relef valve. This allows the flames to contact the fiberboard jacket around the water storage tank. If this occurs a smoldering fire may result and create a risk to the vehicle and its occupants.
What gets fixed
REPLACE PRESENT GASKET WITH ONE THAT HAS A HIGH TEMPERATURE RESISTANCE AND FLAME RESISTANT MATERIAL.

A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 27 November 1985.
