What the defect is
Equipment description: steering axle brake drums, part number 61958B, used in an axle assembly combination supplied solely to blue bird body company. The brake drum is oversized in the area above the mounting flange and prevents the disc wheel from mounting flat against the brake drum.
What could happen
Prolonged exposure can lead to disc wheel cracking and subsequent disc wheel failure. This could also lead to loose flange nuts and loss of a wheel if not detected.
What gets fixed
WEBB WHEEL WILL REPLACE BOTH STEERING AXLE BRAKE DRUMS. ALSO, IF CONTACT IS PRESENT BETWEEN THE BRAKE DRUM AND THE DISC WHEEL, BOTH STEERING AXLE BRAKE DRUMS AND BOTH STEERING AXLE DISC WHEELS WILL BE REPLACED.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 12 May 1998.
