What the defect is
Vehicle description: class 8 heavy duty truck chassis equipped with 16,000 lb., 18,000 lb., or 20,000 lb. Heavy duty steering axles. The inner wheel bearing cone for the steering axle wheel hub assembly does not properly fit onto the navistar steering axle spindle assembly. Improper fit of the bearing to the spindle increases the stress levels to the steering axle spindle which could cause spindle failure.
What could happen
If the spindle fails, a loss of driver control could occur, increasing the risk of a vehicle crash.
What gets fixed
DEALERS WILL REMOVE THE LEFT AND RIGHT HUB/DRUM ASSEMBLIES FROM THE STEERING AXLES AND REPLACE THE INNER WHEEL BEARING CONES AND CUPS.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 15 March 1999.
