What the defect is
Equipment description: galaxy 2000 booster seat with bach (model 961) and galaxy 2000 booster seat (model 960). These seats were manufactured with defective polystyrene backs and cushions which were not subjected to steam pressure in the molding process for an adequate period of time resulting in the inner polystyrene beads not completely bonding. These seats do not comply with federal motor vehicle safety standard no. 213, "child restraint systems."
What could happen
The final material is more porous than normal (brittle) and weaker in tensile strength. In the event of a vehicle crash, the child seat backs and cushions may experience in a complete separation of a load bearing part of the booster seat.
What gets fixed
CONSUMERS WILL BE SENT FREE REPLACEMENT PARTS ALONG WITH INSTALLATION INSTRUCTIONS.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 11 April 2000.
