What the defect is
Certain school buses equipped with an optional between-the-frame mounted fuel tanks fail to comply with the requirements of federal motor vehicle safety standard (FMVSS) no. 301, "fuel system integrity." these buses were built with the wrong crossmember. The crossmember installed was not of the same strength that was used in the certification of the fuel system to FMVSS no. 301.
What could happen
Failure of the crossmember during a crash could reduce the effectiveness of the integrity of the fuel system allowing leakage that exceeds regulation requirements. Fuel leakage, in the presence of an ignition source, could result in a fire.
What gets fixed
DEALERS WILL INSTALL A NEW CROSSMEMBER. OWNER NOTIFICATION BEGAN JULY 29, 2002.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 12 July 2002.
