What the defect is
On certain heavy duty trucks, the bolts and locking nuts used to hold the brake spiders or brake anchor plates tight to the axles were under-torqued on the right side of the vehicles. If the clamp load on the bolts is not sufficient, the anchor plate may move when the brake is applied in either the forward or reverse direction.
What could happen
This movement could cause individual brake components to fail or eventually fatigue all the anchor plate mounting bolts. If all the bolts break due to failure, a complete loss of braking at a wheel end could occur.
What gets fixed
DEALERS WILL INSPECT AND TIGHTEN ALL SUSPECT BOLTS. NEW WHEEL SEALS AND NEW BOLTS WILL BE INSTALLED WHERE APPLICABLE. OWNER NOTIFICATION IS EXPECTED TO BEGIN DURING DECEMBER 2002.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 15 November 2002.
