What the defect is
On certain passenger vehicles originally sold in or currently registered in the states of alaska, colorado, connecticut, iowa, idaho, illinois, indiana, kansas, massachusetts, maine, michigan, minnesota, missouri, montana, north dakota, nebraska, new hampshire, new york, ohio, pennsylvania, rhode island, south dakota, utah, vermont, wisconsin, and wyoming. At extremely cold temperatures, moisture in the fuel tank could freeze and form ice crystals. These ice crystals may obstruct the suction opening of the fuel pump.
What could happen
This can prevent the supply of fuel to the engine and cause the engine to stop, which could result in a crash without warning.
What gets fixed
DEALERS WILL INSTALL A SCREEN AT THE SUCTION OPENING OF THE FUEL PUMP TO PREVENT ICE CRYSTALS FROM BLOCKING THE OPENING. OWNER NOTIFICATION BEGAN ON AUGUST 18, 2003.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 14 July 2003.
