What the defect is
Startrans is recalling certain model year 2008 through 2010 mfsab model school buses manufactured from january 2008 through april 9, 2010, equipped with freedman seat barriers, p/nos. 38764 and 15198. The barrier for leg protection was built using the wrong gauge of material and fails to comply with federal motor vehicle safety standard no. 222, "school bus passenger seating and crash protection."
What could happen
In the event of a crash, the seat occupant(s) may not be adequately protected, increasing the risk of injury.
What gets fixed
STARTRANS WILL NOTIFY OWNERS AND REPAIR THE BUSES FREE OF CHARGE. THE SAFETY RECALL BEGAN ON JUNE 18, 2010.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 21 May 2010.
