What the defect is
Vermeer Manufacturing Company (Vermeer) is recalling certain model year 2008-2016 Vermeer BC1000XL, 2013-2016 BC700XL, 2012-2016 BC900XL, 2009-2016 BC1200XL, 2003-2016 BC1800XL, 2005-2014 BC600XL, 2005-2016 SC802 and 2005-2013 SC602 Brush Chippers and Stump Cutters. These models have LED side markers lights that do not have reflectors built into the lenses, reducing the visibility of the vehicle. As such, these vehicles fail to comply with the requirements of the Federal Motor Vehicle Safety Standard (FMVSS) number 108, " Lamps, Reflective Devices, and Associated Equipment."
What could happen
The absence of reflectors could reduce the ability for others to see the vehicle, increasing the risk of a crash.
What gets fixed
Vermeer will notify owners, and will supply reflective decals to be installed on the trailer sides, free of charge. The recall began on November 13, 2015.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 16 September 2015.
