What the defect is
BMW of North America, LLC (BMW) is recalling one model year 2015 Rolls-Royce Ghost manufactured on January 23, 2014. The affected vehicle has thorax air bags fitted to both front seats that may fail to meet the side impact performance requirements for the front seat occupants. As such, this vehicle may fail to comply with Federal Motor Vehicle Safety Standard (FMVSS) number 214, "Side Impact Protection."
What could happen
In the event of a vehicle crash necessitating air bag deployment, this may increase the risk of injury to the front seat passengers.
What gets fixed
A Rolls-Royce dealer will replace the driver-side and passenger-side thorax air bag modules, free of charge. The recall began October 22, 2015.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 23 October 2015.
