What the defect is
Eldorado National-California, Inc is recalling certain 2017-2018 Arrivo, EZR Max BRT and Passport buses. When the back seat cushion is rotated from the stowed position to the upright position, the seat cushion may not remain locked into place when under load, such as in a crash or a sudden stop. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 207, "Seating Systems," and number 210, "Seat Belt Assembly Anchorages."
What could happen
In the event of a crash, if the seat back moves, the seat occupant has an increased risk of injury.
What gets fixed
Eldorado National California has notified owners, and dealers will inspect and repair the affected seats, free of charge. The recall began on January 31, 2019.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 18 December 2018.
