What the defect is
Due to improper material construction the hydro-boost fluid return hose may not be capable of withstanding the temperatures and/or pressures experienced with the hydro-boost system. Also, the hydro-boost fluid high pressure hose assembly may have been mislocated, allowing the assembly to contact the frame side rail. Abrasion resulting from continued contact along with improper material construction may cause pressure hose failure. Either of these conditions may cause hydro-boost fluid leakage, resulting in the loss of power assist for the steering and braking systems. Complete loss of steering or braking will not occur since both systems would revert to manual operation.
What gets fixed
THE DEALER WILL INSTALL A HYDRO-BOOST FLUID RETURN HOSE CONSTRUCTED FORM THE PROPER MATERIAL, POSITIONING THE HOSE ASSEMBLY TO ENSURE ADEQUATE CLEARANCE BETWEEN IT AND THE FRAME SIDE RAIL.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 29 August 1978.
