What the defect is
The involved school buses do not comply with federal motor vehicle safety standard no. 210, "seat belt assembly anchorages", in that the seat belt anchorages were not spaced 6.5 inches apart.
What gets fixed
THE OWNER IS ASKED TO INSPECT HIS/HER SEAT BELT ANCHORAGE FOR THE REQUIRED 6.5 INCH CLEARANCE. THOSE THAT DO NOT HAVE THE REQUIRED CLEARANCE WILL BE CORRECTED AT NO CHARGE. THE OWNER ALSO HAS THE OPTION TO BRING HIS VEHICLE IN TO HAVE THE DEALER INSPECT AND MAKE THE NECESSARY MODIFICATIONS. IF THE OWNER WOULD LIKE TO REPOSITION THE SEAT BELT ANCHORAGES HIMSELF, THE DEALER WILL SEND A RETROFIT KIT CONSISTING OF THE PARTS NEEDED TO MAKE THESE CORRECTIONS. THIS WILL BE SENT AT NO CHARGE TO OWNER.

Your rights
A safety recall repair is free. Under US federal law the manufacturer must fix a safety defect at no cost to you — no charge for parts, labor or diagnosis — whether or not you are the original owner. A dealer cannot charge you for recall work, and cannot require you to have bought the vehicle from them.
That entitlement is not unlimited. It applies where the vehicle was first sold less than 15 years before the recall was announced — 5 years for tires. Past that a manufacturer may still do the repair free of charge, and many do, but they are no longer obliged to. This recall was reported on 8 June 1981.
